Estonia is not on the FATF List of Countries that have been identified as having strategic AML deficiencies
Compliance with FATF Recommendations
The last follow-up Mutual Evaluation Evaluation relating to the implementation of anti-money laundering and counter-terrorist financing standards in Estonia was undertaken in 2025. According to that Evaluation, Estonia was deemed Compliant for 7 and Largely Compliant for 21 of the FATF 40 Recommendations. It remains Highly Effective for 0 and Substantially Effective for 3 of the 11 areas of Effectiveness of its AML/CFT Regime.

Estonia has established a framework of laws and regulations to combat corruption, with mechanisms in place for both public and private sectors to address issues like bribery and conflict of interest. While corruption exists, it is not perceived as a significant barrier for foreign investors, and the government actively works to enhance awareness and education around business-to-business corruption risks.
In terms of crime resilience, Estonia faces challenges from organized crime, particularly in human trafficking and drug markets, but has shown a commitment to tackling these issues through effective law enforcement and judicial independence. The country has also made strides in enhancing border security and creating a regulatory environment that protects legitimate businesses, although some areas still require improvement to fully mitigate the influence of criminal activities.

Estonia presents a favorable and dynamic investment climate, characterized by a transparent regulatory environment and liberal policies aimed at attracting foreign direct investment (FDI). As a member of the EU, Estonia has successfully drawn approximately $38.5 billion in FDI, with key sectors including financial services, real estate, and information and communication technology. Despite facing challenges from geopolitical tensions and economic shifts, Estonia's commitment to structural reforms and its robust legal framework continue to enhance its appeal as a destination for international investors.
