Background

Åland Islands are situated in a Baltic Sea environment shaped by close connections with Finland and Sweden, while Russia remains a major regional influence despite not being a direct neighbor. Finland’s historical evolution from Swedish rule and Russian grand duchy to independence in 1917 provides important context for the islands’ wider setting. The surrounding region also reflects Finland’s modern transformation into a diversified, EU-member welfare state and its decision to join NATO in 2023.

Current conditions are marked by heightened attention to hybrid threats, national preparedness, organized crime, terrorism, and wider security pressures linked to Russia’s war in Ukraine. Finland and Sweden are reinforcing defense policies and applying EU sanctions against Russia and Belarus, with measures spanning finance, energy, transport, travel, and airspace. These developments, together with Sweden’s maritime proximity and Finland’s regional role, make Åland part of a strategically sensitive Baltic environment.

AML & Terrorist Financing

Åland’s AML and terrorist-financing framework is tied to Finland’s generally strong FATF standing, while the Åland Government has specific supervisory responsibilities for local financial and real-estate sectors. Key vulnerabilities include grey-economy proceeds, fraud, drug-related funds, cross-border flows, opaque corporate ownership, and uneven reporting and supervision among non-financial businesses. The NBI’s FIU and SUPO support sophisticated intelligence and investigations, but challenges remain around TF convictions, targeted financial sanctions, vulnerable non-profit organisations, beneficial-owner registers, confiscation outcomes, and supervisory resources.

Sanctions

Through its association with Finland and the EU, Åland applies UN-derived and autonomous EU restrictive measures, including targeted asset freezes, travel bans, trade and financial restrictions, and arms embargoes involving situations such as Russia, Belarus, Syria, Iran, and Ukraine. Finnish Customs (Tulli), the FIN-FSA, and the Ministry for Foreign Affairs support enforcement, with particular attention to suspected diversion of electronics, drones, and defence materiel through Belarus and third-country intermediaries. No international sanctions are currently in force against Åland or Finland, although Finnish authorities continue to investigate evasion networks involving altered documentation, offshore structures, and routes linked to Russia.

Criminality

In Åland Islands, corruption is addressed under Finland’s Criminal Code, with offenses ranging from electoral and parliamentary bribery to bribery in business transactions carrying penalties up to four years’ imprisonment. Oversight is distributed among bodies including the Ministry of Justice, Ministry of the Interior, National Bureau of Investigation, and tax administration, although the OECD has raised concerns about limited enforcement of foreign-bribery cases.

Åland’s autonomous, demilitarized, predominantly Swedish-speaking status places trafficking oversight outside several Finnish national structures, including the wellbeing services counties and, in practice, the full reach of the national ombudsman and rapporteur. Although NAS recorded no identified victims in 2022–2024, labor representatives indicate that exploitation—particularly labor trafficking—may be as prevalent as elsewhere in Finland, with limited understanding and jurisdictional separation complicating detection and enforcement.
