Compliance with FATF Recommendations

The latest follow-up Mutual Evaluation Report relating to the implementation of anti-money laundering and counter-terrorist financing standards in France was undertaken in 2022. According to that Evaluation, France was deemed Compliant for 19 and Largely Compliant for 18 of the FATF 40 Recommendations. It was rated Highly Effective for 3 and Substantially Effective for 6 of the Effectiveness & Technical Compliance ratings.

Mayotte, as an overseas department of France, is subject to the country's anti-corruption laws and measures aimed at enhancing transparency and accountability in public life. Despite the implementation of significant legislation, such as the "Loi Sapin II," challenges remain in effectively prosecuting corruption cases, particularly regarding foreign bribery, and concerns persist about the independence of judicial authorities and the enforcement of anti-corruption frameworks.

Economy

Mayotte's economy has seen notable growth since becoming a French department, supported by financial transfers from the French government, with a GDP of €2.66 billion in 2019. Despite this growth, the region faces significant challenges, including a struggling agriculture sector, crime-related tourism issues, and high poverty levels, with 84% of the population living below the poverty line. While Mayotte's status provides stability and access to European markets, inadequate infrastructure and public services hinder foreign investment and sustainable economic development.
